Is Green Tip M855 5.56 Still Legal In MD?

    Not sure if this is the correct part of the forum, but it does concern SB281 so here goes.

    I have noticed that 5.56 ammo prices are coming out of the stratosphere and I was thinking of buying some. One of the most readily available seems to be the M855 Green Tip ammo, even the CMP has it.

    I have read SB281e :confused: and, unless I am missing something, M855 is fine as it is jacketed lead with a steel core, lead not being on the list of "Banned" materials, unless it is part of the catch-all 4-110(A)(2)(VII) materials list. Even then, if I read it correctly, it is still legal as long as I am not committing a crime of violence while in possession of said ammo.

    I am using it in a Colt HBAR I have had for sometime and I am looking for some reasonably accurate plinking ammo. Looking for your expert opinions. The relevant section is 4-110 and is copied below from SB281e.

    4–110.
    (A) IN THIS SECTION, “RESTRICTED FIREARM AMMUNITION” MEANS A CARTRIDGE, A SHELL, OR ANY OTHER DEVICE THAT:
    (1) CONTAINS EXPLOSIVE OR INCENDIARY MATERIAL DESIGNED
    AND INTENDED FOR USE IN A FIREARM; AND
    (2) HAS A CORE CONSTRUCTED, EXCLUDING TRACES OF OTHER SUBSTANCES, ENTIRELY FROM ONE OR A COMBINATION OF:
    (I) TUNGSTEN ALLOYS;
    (II) STEEL;
    (III) IRON;
    (IV) BRASS;
    (V) BERYLLIUM COPPER;
    (VI) DEPLETED URANIUM; OR
    (VII) AN EQUIVALENT MATERIAL OF SIMILAR DENSITY OR HARDNESS.
    (B) A PERSON MAY NOT, DURING AND IN RELATION TO THE COMMISSION OF A CRIME OF VIOLENCE AS DEFINED IN § 14–101 OF THIS ARTICLE, POSSESS OR USE RESTRICTED FIREARM AMMUNITION.
    (C) A PERSON WHO VIOLATES THIS SECTION IS GUILTY OF A MISDEMEANOR AND ON CONVICTION IS SUBJECT TO IMPRISONMENT NOT EXCEEDING 5 YEARS OR A FINE NOT EXCEEDING $5,000 OR BOTH.

    That's how I read it too, just wanted to make sure I didn't miss something somewhere else that made it illegal to buy, sell, transfer, touch, smell, or look at. The way SB281 is cobbled together, it should have been a crime to vote for it.

    Not sure the WalMart in Germantown sells any ammo any more, but I will certainly check it out.

    Germantown Walmart still sells ammo. Had several 150 rd boxes of M855 a couple of weeks ago. Last week they had a bunch of 12 gauge.

    So, I assume we're going to start seeing this charge tacked on to perceived crimes in the great state of MD...

    They do, it's just hit or miss when they have some. Thursday morning, they had quite a bit. No 9mm, but I picked up three boxes of WWB.45. They did also have some 5.56 but not much. Several boxes of .223 were on the shelves and a good assortment of shotgun feed!
