I have no idea what they were thinking on this one. Did they really mean 26"?

NO. this is a SPECIFIC exemption for Beretta. Their cx4 rifle is 29.7 inches overall. This is SPECIFICALLY to keep beretta happy. That's the reason for it.

I didn't see vets, beyond retired mil. Did I miss that in there?

I didn't distinguish. But you raise a good question: What difference should it make between vets and retired? They both had firearms training, which is supposedly the point. Is MD legislature denying equal protection just to play political favorites? Another basis for a court challenge?

Voluntary manslaughter will specifically vary from state to state, but generally requires two components. The manslaughter component which is that there was no original intent to kill; and the voluntary component, which is that there was reasonable provocation to cause the act. "In the heat of passion" is the textbook example. Imperfect self defense can be another; i.e. when lethal force was not necessary to stop a threat. Vehicular death is typically not going to be voluntary manslaughter as it is usually either the result of negligence or done with a clear intent(murder).

    Thanks for the info.

Holy crap. Just read the proposed Crim Law 4-110. I believe my Barnes bullets for my slug guns, muzzleloader, and rifle are solid copper. So, if I commit a DNR violation using those rounds, like shooting a deer out of season, it means I could get 5 years in prison and/or a $5,000 fine. THAT IS INSANE. I would essentially lose my 2nd Amendment right over something completely stupid. Am I reading the code wrong on this? I sure hope so. Think it would apply to my Remington Copper Solids too. They have literally lost their minds. I would have expected it to refer to a crime of violence, but any crime like discharging a firearm within 150 yards of a house while using copper solid bullets is insane. Then, they are worried about environmental concerns with lead. You just cannot win.

Good catch. May be worth passing on.

Slightly off-topic- is there a metro path from D.C. to Annapolis? I have to be in D.C. tomorrow for picking up my badge before I start my new job, but the rest of the day is free. I could hop from D.C. to Annapolis with my little girl in tow if there is some type of public transport, and I am too new to the area to know if this is possible. Thanks for any help on this.

Specific exemption for transfers between FFLs so you can sell your assault weapon to someone out of state.

The other things you point out are ambiguous under current law, they are NOT changed by this.

OK, thanks. They make it easy to sell weapons out of state -- one fewer here. And I'll try to make sure my care doesn't break down on my way home from the range -- and/or I don't have a medical emergency that diverts me to a hospital on my way home, so I'm not secondarily diverted to the local lockup.

In exchange for a few bones, we get 2-3 other bills thrown in for good measure

Frosh's "cop killer" ammo bill stuck in

two-feature test for copycat weapons, with pistol grips and telescoping stocks removed, but the named list still exists so AR-15 and M1A stays out.

they saved the Olympic guns I think, but that's about it. nothing there for me.

registration of assault long guns gone now. I guess that's something

training exempted if you previously lawfully owned a regulated firearm to get the handgun license, but you still need to get it with fingerprints

fee $100 no $50 no $25 NO NO NO $50 now gimme a break

health department to determine if someone gets their firearm disability due to mental health removed? they will just love that to no end... that amendment 8 is huge and pages of gobbledygook to digest...

people moving in have 90 days to register instead of 30

tinker's with Frosh's bill that got stuck in to allow MSP to view all dealer records, saying the regular bound book is OK as long as they are allowed to see it, and stating the penalties do not apply to "inconsequential errors" whatever that means...

add's the lost or stolen firearms reporting bill to this unholy mess, and you have to make the notification within 72 hours after first discovered, and changes it to a civil offense and $500 fine for first offense, then $500 and 90 days for subsequent offenses

some ridiculous amendment 10 that is more poorly written gobbledygook for MSP to investigate illegal firearms transfers, possessions, and transports and report to governor by 2015 and then this section sunsets in 2016. more stuff for them to do with no staff to do it.

not liking this, but at least it is "different" forcing a re-vote in the Senate, but no doubt this is so bad they will go right along with it.

so we stop it somehow in the house, or we loose

I believe this is the 'grandfathering section'. Does this mean 'in my hands' or are the months and months worth of guns working through the MSP count as well? Before anyone claims that the intent is clear, even if the wording is not, remember that the interpretation of this law could be by SA Brian Frosh.

If true, I hope Beretta is likewise "SPECIFICALLY" infuriated, embarrassed by the transparent payoff attempt to garner support, and outraged by this obvious move to coddle and encourage it to break ranks with the industry and its customers.

If not, we ought to put some serious pressure on Beretta to get the MD legislature to do the right thing.

Check Dillon's bus service -- commuter, but hours might be only early am and pm return commute.

    Wow. That's twisted.

Let me also note that the bill doesn't define how OAL is measured - if it's with the stock collapsed, it might catch a LOT of guns by accident.

No special assault weapon possession exemption for retired/honorably discharged MILs.
Too bad. I wanted to sue using an "equal protection" argument.

They know they are backed up. They don't want you to sue them for not approving your purchase in a timely manner. If you have paperwork in process you are gtg
