Russian military. It's +P+, though, so be careful.

It's AP handgun ammo, which the ATF will have a problem with if you tried importing it. Isn't it the same pressure as 9mm NATO though?

Doubt it. 7N21/7Н21 goes up to 41,000 PSI.
