I think you have to have a permit from your own state to obtain PA. It is pretty hard for most folks to get the MD Wear and carry permit.

I'd like to get both the PA and FL non-resident permits as well as my soon to be current resident permit. I just checked with the Cumberland County web site, they DON'T issue non-resident permits. https://www.ccpa.net/Faq.aspx?QID=541

I'm not sure if you referencing that county because it's more convenient for you to apply there?

A permit issued by one PA county is valid in all PA counties.

Many, like York, are very convenient and offer an efficient, streamlined application process.
