I'm watching as well, I think someone posted in the original thread about that specific class as having received his a few days ago.
I think it was said by the instructor I took my class through that Utah has 60 days from taking payment/application to send a response.

Utah's 60 day clock starts when they debit your payment. Whenever you see the check cashed or charge on yoru credit card, start counting the days. They have been running around the 55 day mark here lately from what I have seen.
