I was wondering when I get the form 1 back and if I cant find the upper that I want in the barrel length that its on my form 1, can I notify the ATF to tell them that I have decided to permanently change the barrel length?

Great. I was wondering the same thing. Got four lowers from Engage and haven't decided what to do with them yet.
