Adding 5" to a fully extended AR carbine buffer stock just seems like quite a bit to me. I only say that because I have a preban Kriss SBR'd with an AR carbine collapsible stock and fully extended is about the most LOP I would want.

I think you are a little confused or just taking it too literally. The KRISS SBR and pistol are approx 16 without stock. Add the factory stock to it and the OAL is 24 inches. So that is a 8 inch stock. So adding a 13" overall stock will get you to 29". Remember if you add a AR style collapsible stock you never need to extend the stock, the extra length is just for the OAL requirement, so collapse it and shoot! Here is a build that I did that's similar to what the OP proposed. The tube and stock measures 12" (extended) from the receiver end plate. Can you tell?
