    My reading of it concurs with yours. If they'd drop the "any interested party" part, and restrict it to mental professionals, peace officers and doctors, then it probably leaves less opportunity for abuse.

    Gotta get rid of the "possession of or access to" component also. Say you've been to the Blue Ridge Arsenal. You have "access to" all of their rental firearms. Your brother-in-law has a nice collection of antique firearms, which you have "access to" via your spouse's keys. Hell, an aggressive prosecutor could make the case that you have "access to" your neighbors' firearms and clear out your entire community.
