Received ATF packet but no license

I applied for my C&R 03 license about a month ago. A week ago, I received a packet from ATF with a lot of information in it, but no license. It's my understanding that they mail the license separately. Is this normal to take this long? Any thoughts on how long I should wait to call them to see where it is?

It's actually common to get the license first , and no information.

The envelope is about 6" tall and 9" wide
It looks almost like junk mail so make sure you don't (or didn't) throw I away
Most people get theirs before the packet

Got my packet first, then license the next day IIRC.

I believe the packet (which was missing a coupla [back-ordered] items) arrived about ~a week before the license.

I got my license first by about a week. There was a report recently on a Facebook C&R group that a guy's license didn't actually get mailed. I'd call ATF and check.

Yup I got my license first and the packet came about 10 days later.

Well, you all made me nervous so I just dumped my recycle bin out on the dining room floor. I haven't emptied it in about two weeks. Sorted through all the junk mail and - no license. If it's not in tomorrow's mail, I'm going to call ATF.

Today is the last day you will have any money stashed for a rainy day - it will be earmarked for that next C&R.

As you're aware, don't sign the original. Make a copy and sign the copy.

Will be making copies today! But, as fate would have it, I got a call from my bank last night to tell me my credit card has been compromised and it will be 5 days before I get a new one. That's just not right!
