For the steamer we had it was pretty simple....
12 oz. Can of Beer....
Beer can of Apple Cider Vinegar....
Beer can of water....
We had made feet for the steamer basket by drilling a hole in each of the three dimple feet in the basket bottom and putting in stainless steel screws. The head of the screw became the foot, and nuts above and below the basket bottom secured them. Lifted the basket up so the lid would just fit, but gave you more room for the liquid to boil without hitting the crabs.
Oh yeah and Old Bay healthfully applied to each layer of crabs.

Wow, only 36oz of fluid? I boiled of most of the water once and that will never happen again. My large SS pot and basket will Steam almost a bushel. I usually go 2" of water, 2 cups of white or apple vinegar, 12oz beer. 80/20 mix of Old bay and Kosher rock salt. Top crabs w/ 1 doz shucked sweet corn. Topped of a bit w/ some OB. Pull corn after 15 minutes, pull crabs 4 minutes later depending on color and a minimum a total target time of 19 minutes. Arrange crabs red side up on trays and liberally apply OB/Salt crab season mix to crabs while still wet so the spice sticks to them. I prefer them al dente v/s 100% orange to prevent over cooking. YMMV
