Question on buying a stripped lower

Hi everyone. Read here all the time, but don't do much posting yet. I've got a Bushmaster HBAR already, but want to start building my own. Ideally, I'd like to have a lower for each upper, but since I've already got one complete rifle, I've been trying to get other parts as I come across them.

So here's my question. Does the 7-day wait apply to stripped lowers? Can I buy a stripped lower out of state, or would it need to be shipped to a MD FFL?

Can I buy a stripped lower out of state, or would it need to be shipped to a MD FFL?

Since its regulated if you buy out of state it will have to be transferred through a MD FFL. If you buy a Lower from a MD dealer, you'll save on $$ by shipping and transferring it.
