    Yes. It will be (can be) determined that the fee exceeds the reasonable costs to administer the program therefore becoming an illegal tax.

    I think we have a better shot of replacing all the guys in Annapolis who voted for this before we get this struck down in courts. Either will take YEARS to happen. As ^ said, good luck with that one.

    and here I thought that cash was legal tender for all debts, public and private. Silly me

    During the "emergency" hearing for the HQL regulations, The MSP basically admitted that they could neither trust their members, nor keep track of cash/checks as a result of audit "discrepancies" so for that reason they would accept only credit cards.

    Can't trust them with cash, but can trust them to administer our rights???

    I hate to be bitter, I get angry just remembering it, but I had to sit and listen to delegates blatantly lie about what they contended were decided in sessions (eg: live fire requirement).

    I have examples of where this HAS worked (no "luck" required). Every case is obviously different, but enacting a licensing scheme that is later deemed to be an illegally imposed TAX has resulted in municipalities paying back hundreds of thousands in fees. I started a thread on this exact subject, cant find and quote it from my phone though.
