The same reas our S of S used a private non governmental email address in her correspondence and figured no one would notice until the Cogrress started investigating Benghazi.
I really don't get how she could have set up her own private little fiefdom.
Where I work we have ISO, security, non-disclosure and all sorts of things that would preclude our customers, partners and company departments from communicating with a private email account or external server system.
Some of these requirements are mandated by the federal government. And I'm not talking totally about security required by military contracts. We have requirements for archiving email so that we can show we are in compliance with employment & workplace standards (e.g. being able to prove no protected class is being discriminated against, that no one is being bullied etc...).
We can be audited at any time AFAIK and we must have records available. Oh and we don't get to "scrub" them, so to speak, and then tell federal agencies we're A-OK.
Geesh. What she did makes me furious. We get to live with all the regs but she doesn't?
So she's royalty I guess. I sometimes wonder if having a King would really be so bad.
