    Is there a particular individual they are looking at?

    The whole premise behind PA not accepting non-resident out-of-state permits was because they thought their own citizens were bypassing PA licenses because of some blemish on their records that didn't stop them from getting FL licenses for example. Since the PA Supreme Court basically said residents couldn't carry on out of state licenses, there's no reason for this to continue.

    Except Utah requires that you have a permit from your state of residence, if they have reciprosity with UT.

    So when PA recognized UT, PA residents needed a PA permit to get a UT permit. But now they can get UT without one, since PA does not recognize UT any longer. They can't carry in PA with the UT< but they can carry a large number of otehr states.

    Unintended consequences.
