It's not right for Florida or any other state to countermand Pennsylvania law in Pennsylvania as it applies to Pennsylvania citizens.
Florida doesn't countermand anything. They offer NR permits. Big deal. What PA does with them is up to PA. PA should have done the rational thing and require PA residents to get PA permits, without affecting recognition of FL NR permits, because that's not necessary to effect the goal of getting PA residents to get PA permits. That this isn't what happened strongly suggests an agenda at work.

    Because of this scenario:

    * PA resident applies for PA permit, is denied under PA law
    * PA resident applies for FL non-resident permit, with less restrictive requirements, and is approved
    * PA resident tries to carry in PA under a non-PA permit

You now have a PA citizen who was denied in PA but is allowed to carry anyway. It's essentially a way for PA citizens to circumvent PA laws, and honestly, I don't blame the AG for stopping it. It's not right for Florida or any other state to countermand Pennsylvania law in Pennsylvania as it applies to Pennsylvania citizens.

FL has less restrictive requirements than PA? Have you compared the two processes?

PA: Walk in, fill out app, have pic, taken, pay $20, walk out with permit.
FL: Take a class, fill out app, submit fingerprints, wait for background check, pay $120, wait for permit.
