    There may be no penalty for failing to do so (IF there is no penalty, it is not a violation of law to fail to do so.) Even if there is a penalty, why are you moving here?

    One of the exemptions for HQL training is the lawful ownership of a regulated firearm, so I wonder what MSP would do if you try to use one of your unregistered handguns as proof of ownership, and they determine that you moved to the state after October 1.
