Mosin transfer

Lookin' at picking up a Mosin for a friend's birthday. Problem is, he lives in Arlington. Would I be able to purchase in MD (Dan, I'd probably be coming to see you on that one), take it to him, and then go to a VA dealer to do the paperwork? Or would he have to go to the dealer to pick up for himself? I assume I can't purchase in VA since I'm an Indiana resident stationed in MD.

I am pretty sure you can purchase a long gun out of state as long as it is a legal gun for you to own in your home state. I'm not a laywer and this is something I think I have heard.

If you had a C&R lincense you wouldn't have to worry about the problem though.
