They key is finding a good candidate to oppose Hoyer. MD-5 has been very carefully gerrymandered to make sure it goes 55% Dem reliably.

Probably the best option would be someone who is retired Federal Civil Service...from Pax River. Hard-core conservative, but Civil-Service-friendly. Then run on the line that Hoyer represents himself, his ambition, and his party - not the people of the 5th Congressional District.
