    If you are waiting for a handgun from a dealer who won't release without the not denied from the Maryland State Police it may be awhile yet. Based on the numbers released by the Licensing Division on 10/04/2013 depending on where you are in the queue it may be as much as a year or more.

    On 10/04 The backlog was 62,760 applications.

    Averaging their processing totals for the last three reports, a total of 14 days, they processed 153 applications per day. At that rate it would take them 410 days, about 13 1/2 months, to clear the present backlog.

    Since their rate of processing has been faster in the past it would appear the MSP has reallocated the background check people to concentrate on the new HQL applications rather than the existing 77r's.

    If you are not happy with the wait you may want to contact your legislators and voice your opinion.

    Legislators not listening is why the situation is the way it is.

    Person waiting: Hi, I won't be able to get my pistol this decade because of the new law.

    Amazing how fast they are moving through the HQL apps. Can't wait to see those numbers....

    None of it matters though in a one party state. :(

    So what you're saying is that a person who is barred from owning a firearm could have purchased one on 9/20, picked up on 9/30, and won't be discovered that they are illegally in possession of a handgun until Christmas of 2014?

    Yeah, way to go MOM, you're really making the streets safer for all of us.

    every one one of thees guns ( with out even a NICS check mind you) could be on the black market by now. The SOL for the 77r issue is 1 year, and only fool would stay in MD if they did such a thing, so by now both the gun and the buyer could be in the wind, and even if caught no prosecution in MD would be possible under the sol. The federal issue might be other wise. But what if they are legal under federal law but not under state law. The only possible remedy is recovery of GUN, NOW SOLD legally or otherwise, and the MD SOL may have run on the 77r.


    It gets even better if the person was ok at the time of the 77r filing, but became a prohibited person later, esp it it was the new law change that did it.

    Just fyi- It's a three year statute of limitations for a violation of the regulated firearms law

    Most misdemeanors in MD are a 1 year statute of limitations, but there are plenty of exceptions. There are a number of two and three year SOL misdemeanors as well, and I think they even changed the "penitentiary misdemeanors" to having no statute of limitations.
