    Clifford (Cliff) Stearns of Florida’s 6th District has introduce H.R. 197 National Right-to-Carry Reciprocity Act of 2009. Please contact your Representative and urge them to support this bill.

    1/6/2009--Introduced.

    National Right-to-Carry Reciprocity Act of 2009 - Amends the federal criminal code to establish a national standard for the carrying of concealed firearms (other than a machinegun or destructive device) by non-residents. Authorizes a person who has a valid permit to carry a concealed firearm in one state and who is not prohibited from carrying a firearm under federal law to carry a concealed firearm in another state in accordance with the restrictions of that state or as specified under this Act.

    I'll write, don't get me wrong, but I wouldn't get your hopes up for 2 reasons:

    1) Left congress
    2) Republicans may not vote for it since it would increase the fed's power and reduce states rights to govern their own laws

    That said, I pray it passes.

    Sounds like another good question for all 1st Congressional District residents to ask of their newly minted Congressman, Frank Kratovil.

    Dear Mr. Kratovil –

    As a retired couple, we are on the road quite a bit, using our travel travel as a home away from home.

    I hold seven out-of-state permits and legally carry in thirty-four states.

    As you might imagine, keeping up with the multitude of firearm laws is an awesome task and we are often left in the vulnerable position of interpreting one or more incorrectly.

    Clifford Stearns of Florida’s 6th District has introduce H.R. 197 National Right-to-Carry Reciprocity Act of 2009.

    Mr. Stearns’ bill would eliminate much of the confusion lawful folks like me face.

    I ask your support and perhaps co-sponsorship of this important piece of legislation.

    To the Honorable
    “Man has only those rights which he can defend.” This was a basic principal of our Constitution. For this reason, the founding fathers included the 2nd amendment; to ensure that we can defend our freedoms against the treats of foreign armies and domestic tyrants. As a Democrat, I realize all to clearly that this is true. The abuses of the Bush administration against our liberties have greatly weakened our rights. However, there is one right that no one, Republican, Democrat, or Independent can question, the right to life.
    The right to life is placed on a pedestal above all other rights, enshrined in our most basic documents of law. Without life, there is nothing. In our society there are countless threats to our right to life, from vicious assaults, to stabbings, to robbing turned murder our right is in danger. Our nation’s police are second to none, but when seconds count, police are minutes away.
    That is why I am writing you to encourage your support for House Bill HR 197. This bill will provide for citizens who have been issued a license to carry firearms to carry them in all 50 states similar to how a driver’s license works. This will provide citizens a means to defend that most precious of all rights.
    I understand you may have some objections, and believe this is not the answer; more gun control is the answer. I want to make a couple of points. These licenses are not issued lightly. In obtaining my Florida permit, I was required to submit to a background check, be photographed, and finger printed and those prints were run through the FBI database. A thorough check is preformed, despite what you may be told. Many states have adopted this model and have seen reductions in violent crime, yet some states refuse to acknowledge the will of their citizens. This is where your power comes in. The constitution gives the Federal government supremacy over the states to ensure that our rights are protected. This is the power that gives the federal courts the power to nullify the laws and rulings of state courts. This is a great power, and with it comes a great responsibility. Use this power now, and ensure our right to life, because we are honest citizens. Criminals are criminals because they don’t follow the law, honest citizens do.
    I leave you with my thanks for your time, and my hope that you will support HR 197, and a last reminder, man has only those rights which he can defend.

    Sec. 926D. National standard for the carrying of certain concealed firearms by nonresidents

    Notwithstanding any provision of the law of any State or political subdivision thereof, a person who is not prohibited by Federal law from possessing, transporting, shipping, or receiving a firearm and is carrying a valid license or permit which is issued by a State and which permits the person to carry a concealed firearm (other than a machinegun or destructive device) may carry in another State a concealed firearm (other than a machinegun or destructive device) that has been shipped or transported in interstate or foreign commerce, subject to subsection (b).

    Since MD doesn't have non-resident permits, nor does it honor reciprocity with other states, then we probably couldn't carry concealed in MD if we had a permit from another state, correct?

    Nope. What it means is that the person carrying with an out of state license would need to follow Maryland's laws regarding carrying. Remember, it is GETTING a concealed permit that is impossible in MD, but this law is about AFTER you get a permit. So, in states that don't allow concealed carry at all, an out of state license wouldn't help.

    The only fear we have about this law is that with 100% reciprocity, would states still offer non-resident permits? That's the $1,000,000,000,000 question.....

    That would be a sweet ass way around the socialist laws of Maryland. God that would piss them off. Frosh and "OweMalley" would have a heart attack.

    He notes that states enacting concealed-carry laws have significantly less violent crime, as measured by the FBI, with 30 percent fewer murders, 46 percent fewer robberies and 12 percent fewer aggravated assaults. Overall, their crime rates are down 22 percent.

    In Florida, which has had a concealed-carry law for more than two decades, murder rates have dropped 58 percent in that time, while violent crime overall is down 32 percent.

    That's money right there. That is the point we need to capitalize on.

    Seriously though, as much as I want this, I don't ever see Obama signing this nor a 2/3 senate to over rule his veto. Maybe after Obama and the democrats shoot themselves in the foot over the economy we'll get a republican government in 2012 to get this into law.

    I say lets start at 2010. They want to roll out stuff quick, by end of 2009 they will see the big F-up and people will listen to Reps again. We just need to make sure we get the Reps that are not too dirty (all politicos are). We need to focus on some guys that wont less the ******* CEO's run rampant and cripple us again.
