HQL It wasn't that hard

It's a Right, and there can be no doubt the HQL is an offensive infringement intended to deter its exercise. Each time I have been in a LGS or at a local show recently I hear or see another person who has no idea that a HQL is now required. They simply hang up or walk away. Soon they will be eating their government rations of Soylent Green and going Home. I am offended, but not deterred.
