HQL application problem April 2023

My students from this past weekend's HQL class are having difficulty with the MSPLD website. When they attempt to apply for their HQL, the website says they cannot because they already have an HQL. This is immediately after first creating their account on the portal and clicking HQL Standard. Are they doing something wrong or is there a glitch on the website?

It is more likely that they already have an account. HQL / 77R

HGP is a separate account.

Pure newbies, never went on the website before, never knew about it. No previous 77r or HQL; trying to apply for HQL, not HGP. They successfully get account, the problem arrises when they hit HQL Standard

Can’t be a glitch because I’m still pending from 8/4/22 applied 7/14/22 was told expungements aren’t acceptable when I hit HQL standard this same chart pops up
