On occasion, he's sometimes running in to take care of something but then is done with work, but those outside might not distinguish and consider him a target. Guessing he works in a questionable area based on how he's describing the work place.

It really has the appearance of "if it pleases the Crown" type of desperation with citizens politely asking for relief. For outside viewers, Maryland residents already deemed to have a G&S reason to carry explaining why the restrictions create problems with compliance must seem Kafkaesque.
