That is an Hbar and would be maryland compliant, but I'd recommend against it. Its a California compliant model which means it has what called a bullet button. Basically it has a fixed 10rd mag and to remove it you have to stick a bullet or other small pointy object into a hole to press a button. Also the stock is fixed in the extended position.

Since it seems you're looking for an Hbar AR15 on a budget, I'd recommend you post at the bottom of the Industry Partners section what you want and your budget. We have several great local shops who would be happy to help you find the right gun in your budget.

The bullet button isn't a fixed mag rifle. A fixed magazine can't be loaded in an AR pattern firearm. It is a mag release in which the release button is level with the frame. The surface of the button has a depression to center the bullet of a cartridge. The cartridge is used to depress the mag release to allow a mag change. Simply replacing it with a standard dimension mag release (mag catch) will put the arm in standard configuration.
