    References are 'subjective'.
    Bruen ruled that 'subjective' cannot be used and if one's criminal record is clean, there is no reason to deny a permit.
    Since 'subjective' cannot be used, there is no reason to call references.

    Someone I know would pretend to believe zombies are real. He'd tell you straight faced he's absolutely certain they exist.

    When he was getting his secret clearance I told him the investigator called me (true). I said everything went well, except they asked about you obsession with zombies (not true).

    You see the blood drain out of his face. I waited a long minute, then I told him, "no, not really."

    I suspect MDSPLD lawyers looked at the law and discovered by law you are required to list references, but there is nothing in the law that requires them to check them.

    When my neighbor's security clearance is checked, a few days later I tell him the guy came around and I told him you are OK and I like you but I am put out that you never invite me to the parties at your house with the Chinese hookers.

    There is no requirement in State Statute that requires the listing of references.

    Can I submit without references?
    You can try it and see, but there is absolutely nothing that requires them in State Statute. MSP is using 5-306(6) to require/use them.
    5-306(6):
    based on an investigation: has not exhibited a propensity for violence or instability that may reasonably render the person's possession of a handgun a danger to the person or to another.

    Apparently they do contact references if they "see" something. When I took my CCW class in September, the instructor's assistant had just recently gotten his CCW. Stated he had applied in June. He was adamant about putting down good references because all his references had been contacted. Was telling everyone that all references would be contacted. By the end of class I found out that his baby momma had slapped him with a abuse order at one time, that she didn't appear in court for... so it got dropped.
