cofused on CLEO

Im in the process of filling out my C&R application and im a little confused on which CLEO im suppose to send the 2nd copy to. Im in Westminster with a 21157 zip code but my house is not in the city limits of Westminster.

So my question is, do I send the the copy to the CLEO of the city of Westminster or to the CLEO at the Carroll County sheriffs office?

I don't think I am. I gave the envelops to my mom so she could mail them out with the rest of the stuff her shop mails out
