    It took that bystander 4 shots with a .45, followed by a 5th to the head before the guy stopped attacking the LEO. And that was after the LEO had already shot the guy once in the abdomen.

    The guy did. He kept shooting until he got the desired result.

    Failure to stop drills are usually a hammer pair to the chest followed by an aimed shot to head or pelvis. I was taught to aim for the t-box on the head to most easily penetrate the skull. A shot to the pelvis is intended to shatter or break the pelvic bone to immobilize an attacker.
