Cecil College is offering classes for the Maryland HQL. They offer a regular course and a course that is Woman Specific they both include live fire and the Live Scan fingerprinting. To see the course schedules go to the Course Search page, link below, and type in HQL in the blank marked Part of the Course Title and it will display all the HQL courses.

Glad to see local community colleges offering classes. I doubt if Community Colleges of Baltimore County will ever do it, but they may surprise me!

I purposely did not quote a cost because they list different costs online and in their continuing education catalog and I don't know why the differences and since it is a college other fees may also be required. In both cases they say the cost includes the Live Scan fingerprints.
