I am currently filling out the form and i have a question. There is this one part that askes for a old hunting license no. I don't have any of my old hunting licenses. Will this hurt me in getting the C&R? What does it mean by permit?

Methinks you are referring to 10 C on the application. That section applies to nonimmigrant aliens. If you are not one, simply certify that you are not with your name in 10 A. That's all you need to do.
