What paper work do we need to accomplish to make this official? Does the MD Sate police need to be contacted? What forms are available on-line?

    Are you both Maryland residents?

If so, simply take the gun to a Maryland State Police barracks. Leave the unloaded gun in the trunk of your car. Tell them you want to perform a handgun transfer. They'll help you from there. There's a $10 charge for the service.

After the paperwork is "not disapproved" (7-10 days typically), you are free to take possession of it.

Note- before you can purchase a regulated weapon in Maryland, you must have a "certificate of completion" of the Firearms Safety Training Course. You can take this online, at http://www.mdgunsafety.com/

You, the gun, and the friend need to stop by a State Police Barrack to do the paperwork. They will explain what you need to do, but once the paperwork is filled out, HE will keep the gun until he gets the papers back from MSP then you can pick it up from him. All this is assuming you are not a prohibited person.

Leave the unloaded gun in the trunk of your car.

VERY important. An officer will escort you out to the vehicle and retrieve it. Don't have mags, ammo, etc in the vehicle. They only want the gun itself to verify serial numbers etc.

The other option is to use a licensed dealer, who handles regulated firearms. Same forms, same time to wait, but I do think the fee they can charge is limited to $20. Use this option if you don't live near a state police barracks.

I believe the state police only accepts checks, am I right guys???

mikec is right, the MDSP only takes checks for the transfer.

however I do not think the dealer is limited to charge $20. They can charge whatever they want.

Hey, thanks guys! We're both MD residents and have had background checks. So I guess its just a matter of getting over to the barracks. He and I have the cert too. Thanks to all!

For what do you "already have background checks"? It won't matter for the purposes of a regulated firearms transfer.... they will still do another one. Otherwise, every government employee or folks that have regular background checks could skirt the requirement. I'm one of them and I don't get that luxury.

If the friend is not from MD you must go to a FFL located in MD. I don't know if you need to ship it to him but he needs to first enter it into his log books and then transfer it to the person buying the pistol.

A handgun must go through a licensed dealer in the buyer's state. This is Federal law, not a state law. Interstate Commerce clause.

If the seller is in MD, and the buyer say is in PA, you could in theory drive the gun to the PA gun shop IF the buyer's FFL will accept the gun from you. You might have to ship. Some FFL's will only accept a gun from another dealer, so you might be forced to have a local dealer ship the gun for you.

BTW, we mere citizens can't use the US Postal Service to ship a handgun, rifles and shotguns , YES, but not handguns. A dealer can use a flat rate box and usually ship for less than we can.

We must use either FedEx or UPS and they require overnight shipping for handguns. I never have shipped a long arm, so I don't know what service UPS & FedEx require.

    Sorry, what is an FFL?

And the gun was purchased in Arizona where it was not required to be registered. Can I still take possession of it and register it via an FFL/ dealer?

    This is getting pretty complicated.

Interesting. Several years ago I sold a handgun to a friend in PA. I took it to a local FFL in Baltimore, they shipped it to my friend's FFL of choice in PA, who then transferred ownership to my friend in accordance with PA laws. Is this no longer a legal way to go?

Disco - It is legal to transfer ownership from an individual in another state. It must go through a FFL in MD; it is not always necessary for a FFL in the transferring state. Not sure what you think is illegal?

HUH????? In order to transfer ownership between states the gun MUST go to a dealer (FFL- Federal Firearms License) in the buyer's state.
