Assembling AK from 100% AK receiver

I've been searching for a while and asking around...

Will it be legal to put together an AK with an AK (registered, 100%) receiver purchased before Oct 1? I ask since it requires a lot more tooling to put together than an AR...

sorry if this has been beat on before... I assume it has been but seems like I'm failing in my searches and I get differing opinions from everyone including FFL's

You've already purchased the "firearm" that is "regulated" correct? You should be gtg.
