Either or depending on manufacturer. So it can be with or with out.

I'm still waiting on my lower paperwork, but my PSA mid length upper seems really great. $420 shipped with a $160 Joe Bob's BCG for me, that puts it at $600 exactly with a PSA charging handle.

I saw that and am not a fan of that scope.

I like the Vortex Strikefire, with a slight preference for the red-only over red/green.

Last year, it sold for $159 and was on sale for $119 a few times near Labor Day and Thanksgiving. More recently, I've seen it for $169 with a sale price of $40 or 50 less.
