    I believer you are correct, but the registration and ID check requirement seems to only apply to people and FFLs who are not MD regulated firearms dealers who are engaged in the business of selling ammunition. However, it also seems to make giving your 17 year old kid any ammo to use at teh range too:
    5–603.
    A PERSON MAY NOT SELL, GIVE, OR OTHERWISE TRANSFER, OR ATTEMPT
    TO SELL, GIVE, OR OTHERWISE TRANSFER AMMUNITION TO A MINOR.
    This will end Boy Scouts getting a merit badge for target shooting. It will also make hunting under 18 and even taking the classes for hunting licences with live ammo illegal in PG county for anyone under 18 years old.

    This here will make it illegal for your kids and for them to face jail, even with you there by there side, to shoot at MD Small Arms range and the Maryland National Capitol Park and Planning Commission's PG trap and skeet range:
    5–604.
    A MINOR MAY NOT:
    (1) PURCHASE OR ATTEMPT TO PURCHASE AMMUNITION; OR
    (2) POSSESS AMMUNITION IN A PUBLIC PLACE.

    So if this law passes, then if you give your own kid any ammo or loaded gun while at the range to shoot next to you, you're kid and you are facing a year in jail. It will not matter if they are already in the military either.
