I purchased an UTG Recon 360 adjustable M-LOK bipod to attach to one of my rifles because of its advertised adjustability, plus the ability to lock it into place by moving a tightening lever. The only issue is that the lever, at the loosest setting, is already so tight that its extremely difficult to loosen it to adjust.

It's supposed to be possible to do something to loosen the lever, but I can't figure out how to do it without marring the finish. Any suggestions?

Never handled a UTG but with a Harris the Podloc lever you pull it and turn it.

You need to unscrew the cap, then you can loosen the set screw and reindex the lever.
