Providing that a person may not use or possess a machine gun in the commission or attempted commission of a felony.

Likely that. Apparently the already many years in prison isn't enough and they need more stack on charges.

Or, spitballing this one, just hold them without bail and hit them with the max on the likely already several charges they have coming that'll probably hold them for 10-20 years (or more)
