    House Amendment 2 to Senate Substitute 1 for Senate Bill 2​

    This amendment does the following: Extends from 1 year to 2 years the length of time a handgun qualified purchaser permit is valid from the date of issue. Makes a technical correction to language relating to the JP Court appeal process. Allows for local law-enforcement agencies to ensure surrender or removal of handguns purchased with a revoked permit. Removes the firearms training course voucher program and makes corresponding technical changes. Adds an explicit severability provision.

    I can't find any info on this specific "mommy" org, but intro'd by D and co-sponsored by R's. Looks like a feel good vote.

    This Concurrent Resolution extends the due date of the findings and recommendations report of the Firearm Definition Task Force from January 5, 2024, to March 8, 2024.

    House vote on SB2 (Permit to Purchase, AKA HQL+) expected to be forced through on Thursday March 7th, 2024.

    Democrat House Speaker Valarie Longhurst announced earlier today that she intends to ram the infamous, extravagantly expensive, and obviously dangerous “Permit-to-Purchase Bill” through the Delaware House of Representatives this week, probably Thursday, March 7, 2024.

    Your DSSA and the NRA are fighting against SS#1 for SB 2 – Here’s Why

    Public Safety Placed in Jeopardy – Takes Troopers off the road – Troopers we don’t have and cannot hire and who are desperately needed for real police work.
    According to DSP, they are currently down 51 troopers with more vacancies expected due to retirements, terminations and resignations – positions they cannot fill due to a lack of applicants – no one wants to be a cop in today’s anti-police environment – an environment created by the same Democrats pushing SS #1 for SB.


    During recent Joint Finance Committee hearings DSP Colonel Zebley grudgingly admitted that SS#1 for SB 2 would endanger public safety.


    SS#1 for SB 2 will take an additional 20 troopers, or more, off the road and away from real police work.


    It’s Expensive – $20 million Dollars in taxpayer money
    SS #1 for SB 2 will cost Delaware’s taxpayers over $20 million dollars, just to get it up and running for the first three (3) years. Money that is hidden in the Governor's Budget.



    Registration - SS#1 for SB 2 creates a registration system – both guns and people


    Waiting Period – SS#1 for SB 2 creates a waiting period – you can’t purchase without a permit, and it takes time for not only the permit but also for mandatory training and the personalized and expanded background checks –
    One check by Delaware Department of Safety and Homeland Security and one by your local police chief.


    Expensive mandatory training required – Expensive and time-consuming training is required, not just once but repeatedly.


    Discrimination – Because of its cost to the individual citizen, SS #1 for SB 2 discriminates against the poor – in Delaware that means young adults, single moms and people of color who do not have the money to begin with and who cannot afford to take time from work to (a) apply for the permit, (2) personally engage in the background check process, and (3) attend mandatory training – just to exercise the God-given and constitutional right to self-defense.


    Public Safety – again – because of the built-in costs and delays, people are denied the right and the ability to protect themselves, their families, their homes and their businesses, creating a personalized public safety crisis, leaving them at the mercy of the violent criminals who prey upon innocent Delaware families every day and night,
    As General George Patton reportedly once said, “You don’t need a gun until you really need it.”


    Unconstitutional – Violates Second Amendment and Violates Delaware’s Article 1 Section 20.
    Also violates the Equal Protection Clause of the 14th Amendment and the 14th Amendment’s Due Process Clause – also violates several similar provisions of Delaware’s Constitution.
    Both the Delaware Supreme Court and the U.S. Supreme Court have ruled on more than one occasion that “justice delayed is justice denied” and that “a right delayed is a right denied.”


    Irresponsible – Financially and programmatically - bad public policy
    It is irresponsible to take much-needed Troopers off the road – troopers we do not have and cannot get – for a program that will do NOTHING to end criminal violence;
    And, it is irresponsible to spend $20 million dollars on a program that cannot work when that money is needed for education, health care, public safety, housing, metal health treatment, drug rehabilitation, corrections, and much more.
    And it is irresponsible to knowingly and intentionally infringe upon the rights of citizens while at the same time refusing to do the things the CDC suggested to address gang violence in Wilmington.


    Stupid – Criminals do not obey the law – it is stupid to believe otherwise
    SS#1 for SB 2 will do nothing to stop criminal gang violence.
    Only law-abiding citizens will be affected – not the criminal element.
    It is stupid to believe that a violent criminal will stand in line to apply for a permit, subject himself to a criminal background check (especially if he’s already a wanted fugitive) or pay for and attend a so-called “gun safety course” – that’s really stupid.
    Do you (or they) really believe a criminal will do any of the things required by SS#1 for SB 2?
    Do they really believe criminals will obey the law? That’s stupid!

    2 D's voted against it, Carson and Matthews, and all R's voted against.
