As long as the company offers them as rebuild kits, you take them out of state, put them together, they are legal to own. You could also just drive out of state or have them delivered to a friends house or if you work in VA, PA, WV have them delivered there. Classiccityfirearms.com or JoeBobOutfitters.com offer the rebuild kits. Hill Top in PA usually has a stock of Magpul's as well.
