All chiefs are political tools. The only head law enforcement officers in the country who have any status are sheriffs simply because they are elected and answer to the voters. Just look at the Sheriff David Clarke. No police chief could make the comments that he makes without getting fired.

Although the Detroit police chief is pretty unfiltered somehow. I haven't figured out how he is able to get away with it in that city. But kudos to him.
