    Exactly, thought the 'OR' in the order in re possess in your state or have a valid permit (doesn't specify it must be your home state) is the kicker.

    If one is a non-District resident, legal possession of a handgun in the District is based on the laws of their home state or in the state in which a person has a valid permit to carry

    I would feel more comfortable if whom ever the AG is for DC put out at statement also.
    Just because the police say they will not arrest doesn't mean the city will not view it as a crime.

    Lanier is only one piece of the puzzle IMHO.

    Just my two cents in be over cautious.

    I read it as Constitutional Carry as long as not prohibited by federal law of non-residents and carry allowed for residents that follow the DC registration requirements. I'm sure there will still be some LEO's in DC that will make it hard on you if you are carrying. Every department has them. I would print and carry a copy of the order just as a CYA if you decide to excercise your right. You probably still could get jammed up for the BS 10 round limit.

    issue is the scenarios she posted do not cover someone with a permit from a state in which they do not live
    only states that do not require permits
    The scenarios are indeed bullcookies.

    Again, the concensus is no permit is needed. DC residents must have a registered handgun and registered ammo. Non DC residents don't need registered guns/ammo.

    here is an amended version, which MPD says is for clarification. IMO, it doesn't clarify the directive but instructs officer they cannot stop you without RAS or PC of a crime. IOW, you cannot be stopped just to "check your papers"

    well this line kinda clears it up

    And if you are legal to possess in MD, you are legal to carry in DC. The portion about permits seems extraneous if you are legal to possess in any state.

    this was overlapping heavily with existing threads to start with. With the stay being invoked, it seems logical to contain the number of open threads.
