Glock 19 because of it's greater magazine interchangeability/availability. G19 can use G17 mags, but not the other way around (too short).
AR9 type pistol that takes Glock mags, or AR15 pistol which has the advantage of rifle cartridge.

If your eligible and thinking of Swampfox, they have an excellent Military/LE pricing program on their website.
All things being equal, this might tip the scales in terms of getting something a bit nicer for the same money, or save a bit and put it back into ammo.
Glock 43x
I own a 43x, but I'm by no means a Glock fan boy. That being said, I have a ton of respect for this pistol.
When used with Shield Arms 15 round magazines this gun is tough, if not impossible to beat in terms of overall size and capacity.

Battle Rifle
Given the limitations in MD, I'd vote M&P 10. Not the sexiest choice, but makes sense in a number of ways. Price is on the low side, light weight for a 7.62/.308 battle rifle, readily available and cheap magazines, reliable and they have a good reputation for accuracy.
