I have the tactical in black with trijicon RMR. I like it. I bought it primarily for the RMR use with a can. I had been running the evo on a USP tac but the rmr just seemed more functional.

You are probably right on the lowers. I'm not sure we get much functionality out of the lowers. However, I have used the billet uppers on 2 long range builds for added flex resistance. They are dimensionally thicker in the walls.
I'm just curious. What information does your DL contain that the 4473 doesn't? The ffl i regularly use has this internal policy. I really hadn't thought much about it.
