It's not in black and white, but it infers there is a right to carry outside the home, at least in my opinion. A judge ruled the post office must allow carry in the parking lot. Thoughts?
Will be interesting to see how this plays out. The deputy constable had his certification revoked due to insurance lapse. From what I can tell, they haven't determined if charges can or will be filed.
