In some jurisdictions the Chief Law Enforcement Officer (CLEO) will refuse to sign. If you sent in paperwork for an individual transfer without the signature, ATF would kick it back to you as incomplete. An NFA trust (for the time being) will avoid the CLEO requirement. Keep your eyes on...
