Actually, PSA is not an option; they won't send any stripped lower to the state of Maryland. I have an email chain with their "Compliance experts" to back this up.
I just sent an email citing that .308 lowers were not affected by FSA2013 and asking if their policy is "any and all lower receivers".
It may not change anything at all but eventually they'll realize that MDers won't shop there for anything. I mean, it's not like their shipping or customer...
I bought a 7.5" from them for a pistol build but I'm leaning in a different direction. I'd be willing to part with mine at cost minus shipping. It's unfired and no bcg or charging handle.
As long as the OAL is greater than 29", SBRs are good to go. Just do your Form 1 like normal. The process hasn't changed just MD's approved definition of an SBR.
AFAIK, MSP is returning "not-disapproveds" way quicker than 8 days post 1 Oct 2013. Of course, per MD law, you still have to wait out the 8 days. Pending a 180 degree-decision from MSP, you should be good to go with an 8-day release (depending on each individual) for the lowers.
