it is my understanding that for any firearm to be grandfathered it must be registered and in your possession before any legislation passes. Meaning if it is not in your hands with approved paperwork then it isn't yours. Really stinks.

is the ammo .223 or 5.56. sometimes shorties need the higher pressure of the 5.56 to cycle vs the lower pressure of .223. I think the rem umc is .223 which is fine in 16 inch plus guns. try some federal 5.56 and see if this helps correct the issue.
if you ever want to suppress go with the 11.5" most cans recc 10.4" or longer to ensure proper stabilization and prevent baffle strikes. Like most others have said easier cycling with 11.5"
