Handgun transport in MD

    If COMAR 4-203 is the correct section restricting transport of handguns and it gives the exceptions of:

    To and from sales & repair, to and from military activity, formal or informal target practice, sport shooting event, DNR sponsored firearms and hunter safety class, trapping, or a dog obedience training class or show, while the person is engaged in, on the way to, or returning from that activity if each handgun is unloaded and carried in an enclosed case or an enclosed holser

    Taking to and from your business if authorized

    Bona fide collector formal or informal show

    I don't see a clear legal exception for HQL instructors to transport a handgun to a classroom not at a FFL or range.


    There is the "by a person who is authorized at the time and under the circumstance ... as part of the person's official equipment" section, but I am certain it was intended to apply to LEO's

    Should I ask my state senator to ask the AG to give an official opinion on whether that section now applies to HQL instructors?

    If that does not apply, the law needs to be amended to make it clear that HQL instructors may transport handguns to classrooms.

    Being an QHI IS a professional business activity and the classroom IS the business premises. These concepts are the basis for the those that have received a W & C permit for that purpose.

    Yep. With the ridiculous restriction that you may only carry a handgun when transporting firearms. Got it, I can carry a gun whenever I carry a gun. Brilliant MSP. Just brilliant.

    The other day I watched a dog chase his tail for 10 minutes and thought dogs are easily amused. I then realized I just watched a dog chase his tail for 10 minutes.

    It must have changed or I misread it,but I swear there used to a listing under exceptions (4-203) that said something to the affect of "to or from where allowed to legally possess".Which is still pretty much covered (especially as a DC).

    Does this mean I would have a reasonable chance of getting a WC permit, being a QHI. I would love to add the wear and carry training to my training schedule. I don't feel right teaching it though if I cant carry a gun myself. Its a bit ludicrous that I can legally teach the course but I can't carry myself.

    The answer is "yes". I took the Utah permit class from an instructor who had gotten a MD carry permit, based on the idea that he had to carry firearms around in order to teach the classes. And of course because he accepts cash payment for the class fees.

    I got denied with the same G&S. Maybe depends on the reviewing Trooper.

    This guy also submitted a ton of paperwork supporting his case, and offers to help business owners get their carry permits.
