    why is what you might do a legal requirement to tell MSP? And if you make it, it's not sold so no 77r is required anyway.

    Just more of the same. The state identifying and documenting us as eventual felons.

    If MSP is insisting a stripped lower is a regulated firearm, then you'd be subject to the one a month law. Being a DC eliminates that.

    How will it work when one goes to sell his 77r'd lower, now built into a cute puppy loving, kitten kissing HBAR? Could it be resold without a subsequent "transfer" (77r)?

    I believe they are incorrect.

    The AR-15 is a banned firearm with the exception of the heavy barrel version. Which would mean that you with a lower you can:

    1) Build a handgun. This should warrent an HQL.
    2) Build a HBAR. This should make the lower cash and carry.
    3) Build a banned long gun. This means the lower should not be sold.

    So if they are saying you can sell because of 2 then the lower should also be cash and carry.

    One could buy a HBAR and put a light barrel on it. That doesn't make HBARs 77r.

    Yes, but the banned configuration is the only long gun version that meets the definition of Regulated Firearm (ie. a Rifle listed in Public Safety 5-101(r)(2).)

    I am waiting for confirmation that someone was actually able to purchase and was "not disapproved" before I get too excited, but this is definitely interesting.

    This is another case of making rules without understanding what you are doing.

    Maybe the government should let me make rules concerning the storage of fissionable material. It tupperware a good container? Keeps the onion smell in.

    If it is now legal to buy a 100% stripped lower, then it should be legal to create something
    you can buy legally.

    That would mean 80% completed to 100% would be legal, AS LONG AS the completed
    lower is either pistol or topped with an HBAR for 223/556 OR topped with a different caliber
    upper.

    I will have to revisit those "What is an HBAR" threads. Is there a manufacturer / model of an upper that is accepted as HBAR?

    MSP doesn't seem to be able to even bother letting FFL's know of the policy change. I'm not surprised at their incompetence at all.
