Right... But, if I own a blank, 80% receiver now, what happens after 10/1 if I want finish it? I know people are buying 80% AR receivers now, with the plans to finish the builds later, so how is it different for an AK?

Ok, so how does this work then... Say I have a blank receiver right now, I go and and finish it on Monday (or add another 10% to it), what next, How does that get recorded? And also, since all of a sudden I have regulated piece on my hands how does that affect the fact that I already tapped out my ability to buy regulated firearms for the next two month? (bought 4). Does that all of a sudden puts me over the top?

Hey thanks for all the responses folks, this is friggin confusing....

It does not have to be "recorded" anywhere, as long as you don't sell it. There is no problem buying a regulated firearm after that.

Ok... Still confused. Maybe I'm just stupid.

If it does not need to be recorded anywhere, how does this become regulated if it's over 80% and how does MSP know that all of a sudden I have a regulated piece of a firearm on my hands? If nothing needs to be registered, hypothetically speaking I can finish building at any time, a year from now if I want since the both the kits and the blank receivers are readily available and non regulated... Just trying to understand how this works, definitely not saying I'm gonna go do anything illegal here.

Don't you have to submit a Form 1 (manufacturing a firearm) with the ATF whenever you create a receiver from a blank? I always assumed (yes, I know, dangerous when talking about the government) that as long as you had filed your paperwork before the deadline you'd be good. You would "technically" be in violation of the law if you were to wait to complete the blank till after Oct. 1; although how anyone would know exactly when you chose to complete the receiver that you had already gotten ATF permission to create, is a good question. ;)

Of course I could be completely off-base with this point of view, since I've never built my own receiver before. (in which case a more knowledgeable member will be by shortly to slap-me-upside-the-head.)

Ok well I ordered a blank that was bent already so I just need to add a few holes. No prob. I don't have the kit to finish yet but with the bends already done should not be a prob.
