The town of Vienna is right across the river, but it wouldn't surprise me if some thing may have went amiss. What kind of responsible person would put a target on top of a berm and then walk onto a hot range?
Supposedly you can shoot .50 at 340Defense range in WVa, I haven't been there yet to check it out. They did tell me in an email that it's allowed.
The Delmarva incident was someone fired over the berm and supposedly hit a building.

They hit a guy's barn almost 2 miles away. He was less than enthused. LE was called, quite a shenanigan. Turns out the guys shooting were hitting the dirt and skipping every round about 30 yards before and 20 yards to the right of the 100-yard berm (which is where they'd placed their targets).
