It's Hebrew. Check the actual headstamp to tell what it is. Usually it's US stuff repackaged for the Israeli market.

According to a friend of mine, the second line says something about reduced energy and the third line says something about plastic. Therefore, I would assume that this is probably gallery ammo with a plastic projectile for reduced range target practice.

It's 20 rounds boxes of reduced energy 5.56mm. I think the third line says (regulated?) plastic projectile, which would mean training ammo.
